The report “Riga Metropolis 2040” outlines a detailed vision of Riga as the driving force behind Latvia’s overall development, with a particular focus on existing and future governance challenges.
The aim of this working document is to explore and propose different governance models for the Riga Metropolitan Area (RMA) to improve residents’ quality of life and support the area’s sustainable development. It examines various urban governance strategies and models that could help address key challenges such as infrastructure development, accessibility of public services, and efficient resource allocation.
The document presents four governance models, categorized by their degree of institutionalization. It explores ways to improve communication between local governments and residents, fostering greater public participation in decision-making processes. It also reviews and evaluates governance practices from metropolitan regions around the world. The goal of this document is to develop a simple and effective approach to managing the RMA that enhances competitiveness and supports long-term development.
