The report “Latvia 2040. Four Future Scenarios” outlines four future development scenarios for the country, with the “Baltic Tiger” scenario emphasizing Riga’s crucial role. It envisions deeper political and economic integration among Latvia, Lithuania, and Estonia, positioning Riga as the primary beneficiary. This follow-up report expands on that vision by exploring Riga as the driving force of national development.
The report is divided into four sections. The first provides an overview of the Riga Metropolitan Area’s (RMA) position within the Baltic Sea region and Latvia, highlighting potential benefits from the agglomeration of people, knowledge, and economic activity. It also summarizes key insights from the three thematic chapters, especially governance challenges that may arise when implementing new political initiatives. The thematic sections then analyze the RMA’s housing and construction landscape, transportation systems, and the state of higher education and innovation in the region.
