The Polish think tank Res Publica Foundation has published the policy brief “Reporting Suspicious Activities – Legal Foresight” in Visegrad Insight. The publication was co-authored by LaSER researcher Roberts Kits together with Agata Kleczkowska and Kaspar Vahtre.
The policy brief examines how the legal frameworks in Poland and Estonia support public reporting of suspicious activities in the context of grey-zone and hybrid threats. The authors analyse how legal provisions and practical reporting mechanisms can strengthen societal resilience and improve the ability of public authorities to identify and respond to emerging security risks.
The publication highlights that, as hybrid threats continue to evolve across Europe, closer cooperation between public institutions and citizens, supported by clear and accessible reporting mechanisms, is becoming an increasingly important element of national resilience.
