Today, 11 June, the LaSER think tank held the presentation and discussion of its latest report, “Simple and Quick? The Planning and Construction Permitting Process in Riga,” at the Radisson Blu Latvija Hotel, overlooking Riga. The report was authored by Oskars Leosks, Tīna Birģele, and Rūdis Freipičs.

The report’s lead author, Oskars Leosks, presented its key findings and recommendations, highlighting solutions for modernising, simplifying, and accelerating planning and construction processes in Riga. This was followed by a discussion in which representatives of the Riga City Council and the sector discussed the challenges, obstacles, and opportunities for improving the processes highlighted during the presentation.

The report examines how bureaucracy, institutional fragmentation, and complex regulation affect the development and competitiveness of the City of Riga within the Baltic region. Its central finding is that Riga’s planning and construction permitting process is insufficiently coordinated and lacks predictability.
