The aim of the policy report is to provide an in-depth insight into the operational principles, development trajectory, and achieved outcomes of the Dutch healthcare system, as well as to assess which lessons and best practices could be applied to improve Latvia’s healthcare system.
The report is structured into four chapters. The first chapter analyzes the current state and key challenges of Latvia’s healthcare system. The second chapter offers a detailed description of the Dutch healthcare model and its core principles. The third chapter evaluates the results of the Dutch reforms, highlighting successes and identifying critical factors that have contributed to the system’s effectiveness. The fourth chapter focuses specifically on the opportunities the Dutch experience presents for Latvia – it examines the potential benefits for the Latvian healthcare system, defines the core principles and key elements that should be implemented in the Latvian context, outlines the expected improvements in healthcare quality, accessibility, and sustainability, and provides concrete steps for successfully implementing reform in Latvia.
