This report builds on the vision outlined in the report “Latvia 2040: Four Future Scenarios”, focusing on the implementation of the Baltic Tiger scenario, centered on close and coordinated cooperation among the Baltic States. Special emphasis is placed on defence integration as the first step in realizing this vision, simultaneously creating additional benefits in other policy and economic areas and enhancing the region’s overall strategic potential.
The report analyzes defence cooperation between the Baltic States and offers concrete proposals to strengthen regional coordination. It highlights the need for a shared strategic vision and synchronized planning processes, as well as the development of a unified Baltic defence technological and industrial base to ensure the region can effectively respond to various threats.
Drawing on Nordic experiences, the report proposes solutions aimed at reducing the risks of fragmentation and strengthening security in the Baltic region. Its goal is to foster a rational, evidence-based discussion and to offer practical recommendations for implementing a strategically coordinated and sustainable vision for Baltic security.
